A carrier is a company that sells voice and data access to a wireless network that they operate. In 2011, AT&T, a wireless carrier, offered to acquire a rival carrier, T-Mobile. However, the government challenged the deal, as they thought it might harm consumers. And eventually, the offer was dropped.
