A price floor is a legal minimum on the price at which a product can be sold. A binding price floor will cause a surplus, because some sellers will want to sell their product at that price, but not enough buyers are going to want to buy the product at that high price. Minimum wages, for examples, are price floors, as minimum wage law dictates the lowest possible price for labor that any employer can pay.
